- A king ruled during their lifetime and also passed down the role to their descendents.
- Judges did not form a government.
- Kings would make a goverment to deal with bureaucracy.
- Samuel was the last judge mentioned and Moses acted as Israel's first, among differing roles including being a spiritual leader.
- Gideon refused to be a king, stating that only God should be.
